Pan Card Application: Overview

India is a hugely populated country where it is a legal and moral obligation of every Indian citizen to pay tax for the betterment of the economy. Over the passage of time more and more people started paying taxes and it became difficult for the Government to keep track of all those individuals. They started having a need for a special system that would alienate each individual from the other who is a tax payer. Initially, the governing body initiated the advent of GIR which was a manual system. But the main drawback of this system was that it pertained to only a single ward or assessing officer. It failed to appeal on a country level. So in the year 1972, the concept of PAN or Permanent ACCOUNT Number was introduced by the Indian Government. When introduced, this system was voluntary for the individuals but as time passed it was made mandatory for every tax payer under Section 139A of the Income Tax Act, 1961. Previously, PAN Card number was allotted to the tax payers manually by the Government but as the number of tax payers increased, it became difficult for the Government to keep track of each one of them manually. Thus, in 1995 the process of manual allotment was revoked.

The process of application for PAN card is compulsory and comparatively very easy. This process of PAN card application can be done using both online as well as offline means. Online application is done at the NSDL website whereas offline application process takes place at any of the PAN agencies that are present at the district level. PAN card is only offered to applicants who are Indian citizens and have never before applied for it and also to those who do not own any previous PAN number allotted to them. For PAN card application, the tax payers are supposed to acquire a special form and then fill in it the details required. This form is available online and is called Form 49A and only after submission of this form, the applicant receives PAN card.


The online procedure for PAN card application is as follows:

  • The first step for PAN application is to visit either the UTIISL website or TIN NSDL and then click on the option ‘New PAN’.
  • Then choose the Form 49A that is available for the Indian Citizens. This includes NRE, NRI and OCL individuals also.
  • After that, the applicant must fill in all the desired details that are asked from him in the form. These details are personal in nature and are full name of the applicant, address where the he is residing, his birth date, gender of the applicant, telephone number, details regarding the income of the individual etc.
  •  Once the details are filled in the form, the applicant must submit the form and pay small amount money in the form of processing fee.
  • Then a proper print out of the form has to be taken along with an acknowledgement number. This number consists of 15 digits.
  • After that the applicant must put his signature in the space provided.
  • Then the applicant is supposed to attach certain documents on the 15 digit acknowledgement provided to him. These documents are as follows:
  • Passport size photograph of the applicant himself.
  • Identity proof.
  • Address proof of the applicant where he is presently residing.
  • Demand Draft if the applicant wishes to make payment through DD.
  • When the applicant successfully submits the PAN card application online, he must sent the above mentioned documents to the office of the NSDL through post within the next 15 days.
  • Lastly, if every step is followed in correct order, the applicant will receive the PAN card through post within the next 15 working days.
If the applicant is not able to make PAN card application, he also has the option to do it offline at any of the district level PAN agencies. The offline method for PAN card application is as follows:
  • For offline application of PAN card, the applicant has basically two options. Firstly, they can apply by downloading the PAN card application form available on the NSDL or UTIISL website. Secondly, they can also acquire the application form from various available agents of UTIISL.
  • Then, the applicant must fill in all the desired details that he must provide along with a host of several supporting documents. These documents are as follows:
  • Photograph of the PAN card applicant.
  • Identity proof of the applicant.
  • Address proof of the applicant where he is presently residing.
  • After that the applicant must submit that filled out form along with the supporting documents to the office of NSDL. He is also supposed to make a nominal amount of payment upon form submission in the form of processing fee of the application process.
  • If all the procedures are properly verified and the application process is completed, the process of PAN card issuance takes place where the applicant will receive the PAN card within the next 15 working days to the address mentioned by the applicant in the application form.

Points to Remember

Application of PAN card is a very easy process but the applicant must keep in mind certain guidelines. Failure to remember those will result in the failure of allotment of PAN card. They are as follows:

  • Details should the same as the one mentioned in the proof of address and proof of identity.
  • Proper and full details regarding the address and contact number should be given.
  • Form 49A or the application form should be filled in capital letters.
  • Any kind of over writing and rectifications are not entertained in the application form.
  • Only the initials of the applicant in the first name and last name columns should not be mentioned.
  • A fresh PAN card application is not supported if the old PAN card of the applicant is stolen, lost or disrupted.
  • If the applicant uses a thumb impression of either the Notary or the Magistrate, the application form will be immediately disqualified.
